is it possible to make a voice chat program with flash ? if so how?

Flash does not allow for binary data transfer, so in short, no you cant do a voice chat with flash alone. However, with the use of Flash communications server, it is possible and has been done.

Flash Communication Server. It's a platform for your server so you'll need to own the hardware.

Yes a flash dev from Toronto built his own multi-user platform for flash devs to develop with, here's an example of what someone from Holland created with the platform, great example of use of this new flash technology.
