Please check out this website for families of medicaid applicants and let me know what your think. How does it load on dial up? does it need a pre-loader? Also the splash page will change from the boring one that is there now.

pop-up didn't quite center.
Took a little to show everything.
it may have been a connection error on my side.
Layout was good.
Fonts were solid.
Navigation was well thought out.
Colors were okay not earth tones one would expect
for a senoir's facility.
Blue is best left for medical or clinical/technical sites.
All in all not bad.

Yes, the popup did not center for me either.
I Like the blue colour but the white text was a bit hard to read so maybe putting a shadow text behind the white would help.
I am on cable so for me the site loaded very fast, it was very easy to navigate.
Nice job, but as I said, I would do something with the text. Especially since it is in regard to Seniors! :-)

I would have the splash page look more like the rest of the site with the same color scheme and font.
Just show you know, I viewed your site at 1024 by 768 and I have 20/10 vision, if your site is going to be directed at the older sect of users, you may want to change your font weight or size to something more prominent.
Overall, I thought your design elements to be strong.
Lastly, I would change the phone for the contact page in your menu to the same picture of the phone booth phone on the contact page.
