Seeing the Lights

Hey i was wondering if anybody know how to make it look like some thing like a car or large object has passed under a street light, if anybody can help or has a tutorial some where on the net please let me know thank you

I usually use a wedge shape of transparent color and make it symbol. That way I can move things under it through it.
