Cropping just a section of a graphic in Flash

Here is my problem. I have a graphic, on the graphic there are two wheels. My plan is to keep the graphic still but make the two wheels spin.

Is there any way to single out the circular wheels and put motion to them and ONLY them? Is there even a crop tool in Flash MX?

    Thanks for any help.

Duplicate the graphic and put the duplicate under a masking circle layer, both these layers above the fixed graphic layer. Then convert the duplicate to amovie clip and rotate that movie clip. Do the same for the other wheel.
