replication of an effect

I am looking to replicate the light effect around the head on the image. I was wondering how I would go about it.

In PhotoImpact there is a similar effect I can use, called the laser, but I can't quite bend it that way (in an ellipse)

draw the ellipse
rub out the bit you dont want with a soft edge to the rubber
then use either a guassion blur or a glow to the line you have left

this is a very cool idea - one more question. How do I make sure that I only blur the ellipse not the figure? I can't blur only the ellipse object's boundry is right around the ellipse.
