    How do I do this motion blurring?

    I want to know how I do the motion blurring as shown in the attached file.

    I've played around with Photoshop and haven't got anywhere (not being an expert user).

    Any help would be appreciated.

    It's in camera.

    Usually done with a long exposure then triggering a flash

    Try a radial blur.

    Filter > Blur > Radial Blur
    Set it to Zoom Method and experiment with different amounts.

    You need to first cut out the area of the image you want to keep in focus with your magic lasso. You can feather the edges a bit too to get some of the edges caught up in the blur as well..

    I whipped up this example in about 2 minutes.
