levels

Hi there!

I just creating a xmas card and have falling snow. Ive got all this working, however i want it to be under the frame and not be falling over the top of it but also it will be over the content which is currently only background but there will be more there. I think i need to tell it which level to put it on but not sure where or how. Ive tried playing about with which layer ive put it on and also tried within a movie clip.
