Going insane trying to figure out how to put a link on a button

It seems to be extremely simple, but I don't know how to make a link for buttons. In the action window when editing a button it says "current selection cannot have actions applied to it", so I put the actions on a layer in the main movie window, and still nothing. Help me please

Finally got it, the problem is I was putting the code in by clicking on the frame, instead of the actual object. This has been a majorly common problem, yet I've scoured google and no one seemed to have a simple answer for it lol. Ah well, now I know.

The answer to putting the code in the right place is to be very careful. Also, double check if your unsure because it can get very annoying (as you already saw) if you do happen to make that mistake
