Yes, I'm sure it could be made, though it would take a lot of hard work

Someone has previously written an application where you can draw a line with a pen tool, and the movie converts it to an array. You'd have to use some of this stuff, then find a way to use the array to make the animation bit.

If you're just starting out, try to start with the simple bits first. eg. Store a pre-made slope in an array, and get that working first. Then try and get the bit with the pen tool, and creating new slopes as required.

Anything's possible with effort.
