    It seems that when the Flash editor exports Fla movies into SWF4, it does not use any of the SWF4 action models, instead it still uses the old SWF3 action models. Does anyone know anything about this? And is this in anyway related to the SWF SDK not having most of the SWF4 action models implemented?

    Yes it does

    The Flash 3 actions are still supported in Flash 4 - so unless you're using any of the newer Flash 4 actions you won't see any difference.
