Make your animation in flash, then export one of the video formats and convert it in a separate program to an mpeg. Then upload your mpeg to youtube. Full instructions for formatting can be found on the youtube website.

Do you have Final Cut, Premiere, or MPEG Streamclip? If you do, use one of those programs to convert your .mov to an .mpeg. If not...
This'll be the annoying part: find a free or trial application on the web that will convert your .mov to an .mpeg. This may sound ghetto, but sometimes it's your only option. There is no instruction manual: download and install programs until you find one that works - DON'T pay any money.
Also, look at the website and see how sketchy the design is. If there's ads for porn and mexican pharmacies, steer clear.
Also, delete the programs that don't work.

Are you still looking for creating Animated GIFs with Flash?
If so, I downloaded your fla, here's what you do :
- Open your fla
- Drag Symbol 1 to the Scene (the Clip containing your 11 images)
- Double-click your symbol on the stage to open it
- Select all 11 frames on the timeline > right click > Cut frames
- go 1 level up to scene 1 by clicking scene 1 on the edit bar
- select all on stage and delete
- select the empty frame on the timeline > right click > paste frames
- Click anywhere outside of the scene and click to change size of the scene in document properties > Select Match contents > OK
- File > publish settings > check GIF on the format tab
- Select GIF tab
- Playback > animated
- Any desired option
- PUBLISH!!!
And you're done :-)
