Projector file won't load external .SWF files when not in the root!

I am making an interactive cd for a client, and I want all the external .flv, and .swf files to load into levels of the self contained projector file. It is cleaner to load them from another folder, and have the Projector file in the root. Why will it not work? I have looked everywhere online.

It is properly coded to load on levels 1 - 4 to the directly from the folder ( root > folder > content.swf ) Is there a bug, it works just fine with a .SWF file loading the external files.

After posting this I'm thinking its becasue I haven't included the "swfs" folder on the cd?
