Umm... those terms aren't necessarily related at all. I'm also not even too sure what "traffic cost" could exactly be referring to.
Can you put these into context?

I'm going to assume you're starting on a shared host.
When you start exhausting all resources on that (which can happen quickly depending on the site), you'll want to bump up to what's called a Virtual Dedicated server. A Virtual Dedicated is a hybrid of a shared server and a fully dedicated.
Usually a virtual dedicated can be expanded quite large. Most hosts allow you to add more RAM as needed. I run a virtual dedicated on Slicehost. slicehost.com They allow you to expand up to 15.5GB of RAM. That's A LOT.
You should only really expand beyond a virtual dedicated when you need a lot of heavy customization and strict control over your hardware. And massive massive loads of traffic. The key with any website is RAM. The more RAM the better. In a server, it's almost impossible to have too much.
If you're in that realm for a while, you'll learn enough, and you'll just know when it's time to kick it up to a fully dedicated server.
