On a serious note, you don't. In Cali, you are allowed to grow (to a limit) when you have the med card. It doesn't stop the dispensaries from doing tons of business.

MJ is alot easier to grow than tobacco. I can't speak to the uber genetically engineered hybrids but the garden variety mj is called weed because it grows like a weed.
Initially I think taxation would work quite well, but over time I would think more and more people would grow it themselves.
