I need a windowless transparent background application

It's a simple application that allows me to drag things around the screen and not a lot more (for the moment)

Will Flex allow me to program this?

I haven't really got into Flex at all yet

The alternative I would have is to use one of the many tools, like from Multidmedia and others - but are these any better?

My application will have to use the internet - not sure if this makes any difference

Which is better Flex or one of the Flash converters?
