Looking for someone skilled in AS3

Hello, I am a new to actionscript and have been trying to learn it but there are still many gaps in my knowledge. I am trying to set up an interactive map where the user will click on a country, the country will expand and then information about that country will come up.

I am not looking for someone to build it for me, I am simply looking for someone that would be willing to act as a reference or "tutor" I guess you could say. I just need someone that I can message on here with any questions or with my errors and they can help me sort them out. I am doing this work for a relative who is only paying me $50 but I'd be happy to give whoever helps me $25.
