Simple Flash Project Where users can edit a picture

I was wondering if one of you would be able to design this..



*Would you be able to make a flash where a user can upload an image (Image #1)

*There would already be an image on the interface that I made (image #2)

Then they would be able to resize image #2 to fit however they like (Rotate, stretch). (This image would be overlaying on top of image #1) and possibly be able to change the brightness/contrast of image #1 as well?
