2D Layered Environment Flythrough

Hi!

I was wondering if anyone has come across the effect in this animation before:

It's a simple, but very effective 2.5D technique. I've searched online, but I can't find anything else like it.

Does anyone know where I might find a guide or tutorial for creating something like this? It looks like it ought to be a pretty straightforward process of tweening the size, movement and alpha - but I'm sure these things are never as simple as they seem!

I'd be very grateful if anyone could point me in the right direction.
