Get a tablet - you can draw with a pen/mouse thing on a pad.

Patron Saint of Beatings
The number one thing i do with my stuff is I zoom into about 300%, draw really large and then shrink the finished product...
Also, make sure the pencil tool is set to Ink for fine detail...
Every line you draw can be adjusted with pencil...
Uhm... Scan your pencil stuff in and trace also works as others have suggested...

i never liked you.
Practise, lots. As all the good people have.
It takes a lot of time to adjust to the mouse.. thats why graphics tablets are so highly prized. I'm going to have a shrine to mine, if I get one.. or maybe I wont even use it. Just stare admiringly and polish it..

I've got a tablet, but I don't use it much. You need to practice reshaping different objects, using the arcs and corners (arrow tool). Start thinking in color masses. I find Flash to be a very painterly medium. I've found flash to be a lot easier to design in than Corel or Illustrator.

Flash Drawing
Although tablets are good, i dont get the same results as i do with old fashioned Flash tracing. i recomend you use the smooth tool in high zoom for optimal results...and PRACTICE..i know everyone says that, but seriously, you have to invest loads of your time into honing down your skills...oh and apart from PRACTICING...try as many NEW things as you can...you might discover great techniques that will enhance you work.Oh and it has been my experience that flash is by far the best tool for 2 tone coloring (used in anime)...also known as cell shading...
