How is this done?

see how the long part keeps moving, how is that done..also the fact that it moves direction of the mouse.. see that it I think infinite, meaning it keeps moving left forever.. (scrolling over and over)

please help me with a step by step how this is done..? Flash 4 or 5 is fine.
