Need help with a Banner

I’m not sure if this will seem like a silly question, but here goes.. I made a banner, now how do I ensure where it goes when it is clicked?
I need it in .swf , so I’m exporting from Swish – whatever needs to be embedded – do I do it in Swish or once it’s a .swf file?

either place a transparent rectangle over the entire baner, and give it an onrelease action of 'goto url' and then fill in the url, or just place the whole swf inside an < A href > tag and assign the url there.
