okay i don't know practically anything about this whole graphic design stuff but i have photoshop and i was wondering how i can make this picture i had scanned in touched up so the imperfections of like different marker colors etc aren't there... how would i go about doing something like that? I feel like there should be some button you just click and it fixes it all.

Try this:
Filter > smart blur
or:
adjustment layer (mess with colors)
P.S. You will learn Graphic Design is about making order out of chaos. Your picture above does not accomplish this. I can barely read the word "Love" It should stand out more.
yeah the blur isn't great cuz it blurs the black lines which need to stay sharp is there anyway to do like a color conform? something that would make all like colors that are a tiny bit off become the same? if that makes anysense...
select the colors with color range and pick colors with 5x5 px picker and break the image each color into separate layer and preserving transparency just fill it with that sampled color, I came up with this after 5 min of trying. not perfect but the fill is more uniform if it's what you are looking for. and lower the tolerance of the picker, mine was too high and it picked some color from the lines.
