    Just press Ctrl-Alt-A, or select 'Actions' from the Window menu.

    Maybe you moved it behind another panel? This sounds very strange. Try Window/Panel Sets/Default. Try pressing the arrow icon at the bottom left of the main movie window. If all else fails, reinstall Flash. That should solve things.
