quick way.
create a 1 pixel wide by two pixel high document with a transparent background. color one pixel - use rectangular selection, not shape - to color one pixel black. leave the other transparent.
select all (CTRL+A), then Edit > Define Pattern. same way you'd make scanlines.
Close the 2 pixel by 1 pixel creation.
In your original file, create a blank layer. CTRL+A, then fill with pattern you just created - it'll be the last one.
Then rotate. usually 15, 30, 45, and 60 are good numbers to rotate that newly made layer.
Use layer masks to section it off, duplicate it need be. That's a quick way of doing it.
To change colors you can CTRL+A the layer, then use the Arrow up, then Arrow down keys, it will select all (fast selection) of the color pixels, ignore the transparent. then, fill with different color.
easy enough.
