Is it true you can not buy adobe media encoder as a stand alone product?

If so what would be a good product for my client to buy so that he can encode his own f4v files.

He uses a mac
files are quicktime
he has final cut pro.
he needs to change the dimensions
he needs to encode 3 different bitrates at CBR of each file for dynamic streaming from a flash media server
