I drew a rectangle, copied the frame, then rotated the rectangle.

When I play it, rather than just rotating, it rotates and also scales smaller as it rotates and back to the orginial size at the end of the rotation.

Is this normal? If so, how can I rotate without size changes?

If you cannot duplicate it, I can email a file showing it if you provide an address.

There are two solutions. Select non-linear morphing on the properties popup if the shape is not a symbol. The rotation per key frame should be less than 45 degrees for this to work well. If it is a symbol which will give the best results, I have a fix to be implemented in the next version which I can send you if you email me.
