how can i make a rotation effect like a gear?

Check out some the wingdings or symbols fonts. If you scale up the character that looks like a gear then you can put a rotation effect on it. The hassle comes in when you start the rotation. Since the gear isn't in the center of the character 'space', when you rotate the gear, it looks like it is wobbling.
