I just started using it after I installed the update and it's great. I'm gonna stay up late tonight! 
Oh yeah. Read the new readme file in the LM folder. It lists all the new changes.

What is Live motion like, as far as other programs.

Honestly, Livemotion would be a mix of Adobe AfterEffects (the timeline) and Adobe ImageStyler with a bit of Adobe ImageReady thrown in...
Not too sure, but I believe there is a download for Livemotion via Adobe's site... worth a try at least. I am used to AfterEffects, and I find LiveMotion very comfortable... also used to Illustrator, as well as the other Adobe products... so, my comfort level with LiveMotion out of the box is rather high...

With Livemotion, you can output: Gif Animations (no plug-ins necessary); JavaScript rollovers (no plug-ins necessary); and Flash (plug-in necessary, but pretty much standard now) animations...
