How make scene4 become scene1 ??

Hi...

In flash 4 u just click and drag any scene and place it whereever u want from "inspector"-"scene".

So...How can i move a scene from top to bottom in flash 5 ?
i tryed to "click and drag" but that wont work.

Please help......please (deadline is closing in on me)
