Two layers -- one looping while other moves on click of buttons

Hi
I am trying to make a movie for a web page where I have certain information which is shown step by step on click of buttons. At the same time I want to have another animation
on the top of the page whcih keeps on looping . How can I do this ? Is there any other way to do it ?Because if I create two different layers ,if one loops the other follows suit.

Just make the animation you want to continuely loop a movie clip, then drop it in frame 1 of your main timeline.
1) Insert/New symbol. Select movie.
2) Build your animation.
3) Drag it from your library and place it on your stage.
4) Test movie.
