Linking swf from outside the file

A client has a number of .swf files (banners) which he would like to link to various places (and tag) without having to edit the .fla files. How can he do this?

Thanks, but the client isnt using and tracking software. I gave him the instructions to use with Dart and DoubleClick aswell which didnt help either.

I am assuming that he doesnt have the .fla files. When you get a designer to make banners here, all you get are the .swf files and I know he wont want to pay the designer to add stuff to the .fla file. I assumed you could use a simple <a href=""> around the reference to the .swf file but it doesnt seem to work.
