There are plenty of shareware & freeware sound editing programs on http://www.download.com - I personally use Felt Tip Sound Studio on my Mac (I don't know if there is a PC version, but lets face it, who cares - joke)!!! It's very straight forward and easy to use.

depending on what you want to spend there is alot of
good programs, my favorite is sound forge.
Acid is good for this kind of audio usage.

Free Protools
Go to http://www.Digidesign.com. They are on the forefront of audio applications. Right now you can get download a mac or PC version of Protools. I'm not sure what the requirements are the PC for the application to work, but as a Mac user (and ProTools user for the past six years), I can say that it works very smoothly on a G4. No harware required. You can import .aif, .wav...whatever and create loops in there. you still need a source of sound files for making the loops (i.e. snare, kick, hat, bass, keys) or you can take loops from sample CDs and make them from scratch.
That is my suggestion. Dowload the software, go to your local music shop (Guitar Center or whatever the BIG music shop is in your area) and ask for sample CDs...they start at about $100...but it's worth it when you can mix loops and pads together. Don't get CDROM versions as they usually only work with samplers and cost about $300.

Sure....free beats all on the numbers...but like I said, you can get ProTools for FREE right now at the digidesign website for both Mac and PC...it's worth trying...considering it's free...and if you can get a profdessional level application like that......
