........of course it can be done. Best bet it to work with 3d, and do the hair strands in groups(I can just imagine rigging individual hairs for motion). Sounds like a lot of work regardless. Describe what you need in detail, do you already have a head that this hair will go on? Is this a paying job by any chance? What is it for, and what format does it need to be in????
