Mp3 Import Error

Has anyone ever received this error:

Flash doesn't recognize the file format of 'xxxx.mp3'. Would you like to try to import via QuickTime?

If so and you know what the problem is or have any ideas could you tell me?

I encoded the mp3 using audacity at 22050mhz and a 40 bit rate with the lame encoder.

Try a bit rate of 48.
