looks of webpage on different monitors

I was wondering how to get my site to look the same on all resolutions and monitors. If I view my site on 17in 1024x768 the site looks fine, anything smaller and items like text seem to merge together. On anything larger than 1024x768 its fine..

Any ideas what I can do.. I am sure I am doing something wrong with the publishing but not sure.

Ok, I must not explaining this right.

Just don't understand how to make my site look the same on different monitors.
