just taking a sprite sheet and cutting it up so you can put a new sprite in every frame.

he means that you have a bitmap, there are images of people walking when you cut the bitmap up, you can make an illusion of the little dude moving.

You can by dragging the corners of the sheet to the sprite you want, but that's (very) time-consuming.

Actually with Flash Player 8 you can do actual sprite sheets. The thead I reference above Brants has made an example of just that.
