Help me with this computer issue

Okay Dell, Pentium 3, Windows 98. When it boots up after the boot screen it goes blank. First it had a keyboard error so I could not get into safe mode. I reset the motherboard by taking out the battery. Keyboard driver is okay now. But now when I start up in safe mode it goes into command prompt. It does not recognize the win command.

I have not used command prompt since win 3.1.

Can anyone help me??

I was told a couple of months. Problem at first was since there was a keyboard error I could not get into safe mode. I reset the bios and now the keyboard works, but I might be deeper than that. I have the boot disk, when I boot from the disk it goes direct to setup to re install Windows. When I boot from the hard drive it trys to boot from the last restore point. When I get into safe mode I get the cmd prompt. It has all the window dir installed but it it won't respond to any commands.

if there is nothing important on the drive, format and reinstall.

if there is important stuff on the drive, hook it up as a slave on another computer and copy everything off.

Sorry, I should have mentioned this, I did re-install last night, but same problems as above. Boot from the disk goes to install setup and booting from the HD sends it back to a restore point that is crap.
