Movie Window Height while editing?

Ok I know how to change the movie size by going to the menu, but is there a way I can make the movie height longer and scroll down on it while I'm working or editing it. Here's a example of what I am talking about. Let's say I make my movie 800pixels for height, I can't view the bottom of the movie unless I press the play button. How can I view the bottom or if I wanted to place something close to the bottom of the page how do I do it without hitting play?

Options/Pan will allow you to drag the stage to any position you like.

It is the + with arrows at the 4 corners on the top toolbar.
