    I really good, greatly supported, and easily extendable free forum. You'll hear a lot of people talk about how unsafe it is, but the latest version, 2.0.21 has no known vulnerabilitys or exploits.

    Vanilla is a rather innovative, simple, and smooth bulletin board software. You might wish to use bulletin board software like phpBB if you're inclined towards traditional forum structures.

    Most bulletin board software sites will have instructions on how to install it.

    For example, in the case of phpBB, use the download page:
    http://www.phpbb.com/downloads.php
    Download the "phpBB 2.0.21 Full Package".

    Then follow the installation instructions on the install page:
    http://www.phpbb.com/support/documents.php?mode=install

    you need php or at least another serverside scripting language enabled on your server as well as a database to use most forums, some simpler forums may use flat files for there database but you will still need a serverside script to read and write to that file.

    What is your current skill set/level?

    Do you have good html skills?, do you know CSS well?, do you have any serverside scripting exposure?

    I don't think that it's even possible to have a forum with just HTML. I use phpBB (www.phpBB.com) and it's not as complicated as it looks. For somebody like you (or anybody who doesn't know PHP), this is probably best. All you have to do is upload the files to your website, change a few preferences and the administration control is self explanatory. You don't have to edit codes and complicated things, just type things into forms. The folks over at the phpBB forum are helpful as well.

    It's not possible to have a forum with just html. You need a serverside language IE, php, asp, ruby. Most popular is php. You'll also need a database such as myusql. Both php and mysql are free.

    You always have the option of using a hosted Message Board service. it isn't as customizable and usually contains ads but setting it up is no more difficult then filling out a form.
