Flash Skips Preloader

I'm starting to use Microsoft Web Expressions (MSE) and I noticed something today. I created a new page in MSE located at www.themekings.com/09TEMPLATE.htm and the flash banner is skipping the preloader. When loading the page you see the .bmp icon in the top left corner when it should be the preloader. Once it loads its good, but it's skipping the preloader completely.

I'm using the EXACT flash movie on the regular site and you can see how the banner preloader should work.: www.themekings.com . Now the rest of the site pages were created with Frontpage 2003.

Any ideas as to whats occuring here?

In case you need to know, I cleared my cookies/cache between page updates after previewing in the browser to view my changes live.

Ok this is just funny to me... I use firefox, your preloader works perfectly - Checked in IE and saw the issue. You would think a microsoft program would play well with a microsoft browser! MS Irony at it's finest.
