Pop up URL in different window

When creating a link is there a way to have it pop up in a separate window without using AS? If not is there a small script that would allow me to do this

Are you talking about a button you've created?
If so, double click the button so the button properties appears..
click actions..
click the + symbol..
click 'go to URL (URL Link)'..
simply add the URL you want it to go to..
to make it pop up in a new window select '_blank' in the 'URL target' drop down list..
