All those out there having an opinion, what do you think about the Phase Dragon (and to a lesser extent, Parallel Universe)?

I think it's a bit strong for being completely un-targetable.

Maybe make immaterial have a 50% chance of ignoring effects targeting it instead of un-targetable?
