    Hi,

regarding part 2 of your question: there are companies renting a full server (not just a hosted web site) or perhaps part of a full server in a data center.
The price for a partial server is comparable to twice the power bill for a computer at home that is kept running 24/7
As for part 1: did you try wireshark to diagnose potential network problems?

    Hi,

    note there is a difference:
when you buy domain hosting, you get access to a computer running just webserver, and are allowed only to put your web pages there. The hosting centre maintains the machine.
With a so-called root server, you get your own computer (but in a hosting center) with full access, so you can install all sorts of software. On the flip side, you are the only one to take care of security - the hosting center staff cannot even login to your machine
Since a while there is an interesting intermediate: virtual root server means that one machine is shared among a few clients of the hosting center, with everyone maintaining their share as if it were a complete computer.
However, one needs to compare solutions - some run multiple "compartments" with individual clients' software under one instance of the operating system (and staff is responsible for security fixes to the OS), and others let you install (and maintain) an OS

Of course, once you have that, you can put a standard web server on such a box and no longer need a separate domain contract.
On the flip side, running your own server means that there is a box, like your computer, connected to the net via high-speed links and sitting on a static ip address. Bad people will attack such a system all the time, and if they succeed, the high speed connection makes it possible for the attacker to, e.g., send a few million spams per day. So you should find an expert that can have an eye on the machine,
    at least for initial setup.
