Need flash to make a phone call

I need a way for people to be able to enter a cell number into a form, click submit, watch a video and at the end of the video (or flash movie) have a call placed to their cell phone. When answered, I want an MP3 file to play.

I think we have most of this figured out, where we need the help is in having the MP3 file trigger when the phone is answered. Secondly, at the end if the MP3 file, I want people to be able to push a key on their phone and have it call another number

You can't take over the phone behavior from your app. You could just play an MP3 that faked it and put up a fake UI, but that is probably not best. You could have an external system really call them and play the MP3, if you can accept the cost of maintaining that system.
