With adobe animate you can publish html5/js i prefer write js by hand without libraries but you can also get the weekly sdk updates that bring new features to export as3 to mobile packing. To sell the as3 programmed desktop/ios/android app is pretty difficult to make sales on the store. Not enough shares there alone maybe to make noticeable sales the developer should promote with business cards at many locations such as downtown, subways, beaches, populated areas not always at the same spot to promote the %100 completed professional application and get it sold for $1
