I've done a gambling game before (you knew gambling link wont do - Tony).

The best tip I can give is to do all the number side of things on the server, so basically the Flash client just handles the display and returns the input to the server, and use a 3rd party company to actually develop the backend, who have good insurance.

If what you're doing isn't for money or prizes, then don't worry about the security aspect ( And this post is then a waste of time ).

I just freelanced on that project, I was done with the Flash client in about 2 weeks, nothing to it with the assets already being 90% done.
( In terms of team, it was myself and the designer, along with a project manager. It was just a bread and butter job, one to pay the rent with ).

I can't remember the name of the server side company, I wasn't too interested at the time to be perfectly honest. I know they charged the earth though and said it would take around 6 weeks to develop their code ( Which is laughable ).

When I was looking for a developer for a casino-based game, it was important for me to choose a company with experience in this field. The Mummyland Treasures Triumphs! platform is one of the leading developers of slot machines that offers innovative solutions. They have extensive experience in creating games that meet the requirements of safety and integrity, which makes them ideal partners for any gambling project.
